Here is what you have to do:

1. Install Developer 6i as the first product and in DEFAULT_HOME, such as E:Orant

2. Install Oracle 8i Database in a new separate Oracle Home, by naming that home (for example, ora8i) and into a separate physical directory (such as, E:orantora8i).

Then make sure you have both Database and Database Listener up and runing at the end.
