I have installed oracle 8.0 personal edition on Windows NT 4.0. But due to some problem when i log on
i get a message "ORACLE NOT AVAILABLE" .In Control Panel -> Services, some oracle related services are not up. How should i neatly uninstall Oracle, and again reinstall it under same home.

hi,
in the above case, all u need to do is startup the database and then connect to oracle.. But if u decided to uninstall oracle..U have Oracle [[universal]] installer through which u can uninstall...
Else (Do this at the end after trying all the possibilities.. )
Simply select the Orant folder and delete it...
Find all the files with name oracle and Delete them..
open regedit, and in all the sections remove entries of oracle...restart the machine and go for a fresh installation..

You don't need to remove oracle, first try to start the services under control panel, then go to your DOS command line and then try the following
1) set INSTANCE=DATABASENAME
2) svrmgrl if it is 7x 8x
3) connect internal
4) startup force
this should do it, and there is no need to remove oracle, because you may have the same problem again
