SORRY for the typo.
that is supposed to be SYSDBA not SYDBA
and You need connect internal and set 
REMOTE_LOGIN_PASSWORDFILE to EXCLUSIVE and restart the 
database and then grant the SYSDBA TO THE NEWuser.
