I installed Oracle8.1.6 Database and it's Manager Server in Win2000, Now the database and others are ok but OEM. When I try to start the service of OracleOraHome81ManagementServer , it popup a error message :you cannot start the service in local compute and no error, maybe, it is windows or services inner error .
How to resolve this problem, please give me some sugestions, thanks!

Make sure start the target database and it is available.
you need create repository in order to use OEM.
and also , the intelligent agent should be running in all concerned nodes.
