can I instal oracle server and developer2000 at the same time on the same computer?

It depends on the Oracle db server you will try to install. Check the D2K installation guide for the supported versions.

Also make sure you install the db server first, and then install D2K in separate Oracle home. If you do that you should be safe to use them both. I had the same setup long time ago and no sweat at all.
