It's a Windows limitation: by default, Windows won't let one process take more than 2G. Add this switch to your boot.ini file, /3GB and you can take it that far. Byond that, you need to configure PAE.

Of course the other question is why did someone install a 32bit Operating system on a server with 32GB of memory? It should be 64bit all the way down. A lot less headaches in the long run.
