Does the export export synonyms for each tablespace as it goes or does it do them all at once?
I'm running Oracle8.1.6 on a W2K server

All at once at the end. Use the LOG parameter and take a look at it. You can also do an export with no data then import with the SHOW parameter and look at the text file it produces. This is the order of the export file.
exp system/manager full=y rows=n ...
imp system/manager show=y log=this_is_the_text_file.log ...
