I believe so (but you have to accept certain License Terms during the process). This is the OTN downloads page; under the Applications, you'll see "E-Business Suite, PeopleSoft, JD Edwards, Siebel CRM". If you don't have the OTN account, create one (it is free). Finally, choose the product (I've just seen that they offer self-study software; maybe you'll find it useful).
On the other hand, as I don't use EBS, information I provided might not be accurate & someone else might know better.

My I proffer a word of advice? If you are new to Oracle, do not start with EBS. This is is a huge and complicated product suite: you can run whole countries with it. You will need about 50G of disc to create the staging area, then another 250G to install the demo Vision environment. The installation includes a database server, a release 10.1.2 Forms and Reports application server, and a release 10.1.3 Java and HTTP application server. That is a lot of technology to get your head around before you can even logon to EBS.
