Is there any possibilities to make matrix form just like matrix report.
one is the month colum which increase horizentally other is emp_name column which increase vertically and sal column which show
the salary of each employee in each month..

Nothing dynamic (of that kind) works in Forms. Therefore, you're out of luck.
Though: you might create a large number of items and arrange them on the canvas so that they make a matrix, then use SET_ITEM_PROPERTY and display (or hide) them dynamically, but that would just mimic a matrix form. Such a layout can't expand dynamically, so ... I believe it is not worth the effort.
You'd rather call a matrix report from a form and let users view data in the report.
