Hello guys,
I want to design an oracle application that can use a database in a server.
My OS is windows vista so what is the most suitable and easy to use:
1- database?
2- database designer?
3- oracle forms developer?
4- oracle reports developer?
and where can I download them from?

The answer is always "the latest version that is certified with your configuration." I am sorry, for some reason I cannot find the link to the certification matrix.
http://download.oracle.com for software. It is for personal use. If you really want to have an application, you will need to pay for the software.

Software you specified 2 messages above seem to be OK (at least, database & SQL Developer are. I don't use Forms 11g so I can't tell for sure, but yes - they are part of Fusion Middleware now).
As of "better and easy options to use", you failed to answer my previous question, so I'll repeat it: what kind of an application do you plan to develop? What will it do? What kind of information will it deal with? Because, it is like the following dialogue:
- you: I want to travel
- me: what kind of a travel is it going to be?
- you: such that I'll move from here to there
- me: OK, take a bike
- you: right, but it is too far to go there by bike
- me: take a car, then
- you: no, you didn't understand, I want to go to the Moon
- me: so you'll need a rocket
Got the idea? Depending on WHAT you want to do, we could suggest a TOOL to do that. Just like BlackSwan uses to say: While a hammer is a fine tool, it is a suboptimal choice when the task is to make 2 pieces of lumber from 1 board.

As mentioned previously, you will have to purchase the software to do this since you plan on making it a multi-user system.
Installing all those products is a rather large undertaking. Database, probably straightforward. Application server (aka. Fusion Middleware), not. I wish you luck, because I had a heck of a time with 10g application server configuration.
