AOA!

I need to know that is there any utility/application like TOAD or SQL Developer that can be used for Froms and Reports designing?????????????????? little bit like Visual Studio and etc...............

Yes, it is called Forms Builder / Reports Builder.

yes i know about that Froms and Report Builder tell me any other if there is instead of forms and report builder.

There are "replacements" (did you notice the very first topic in our Forms forum, Free software replacement for Oracle Forms), you can create a front-end application with any tool that is capable of connecting to an Oracle database. The same goes for reporting tools - use any you want (iReports, Crystal Reports, ...) - you aren't doomed to Oracle Forms & Reports.
