problem in log into the EM Console [message #580016]

hello experts,

i am getting following error while try to start dbconsole

C:>emctl start dbconsole

When was last time EM started without error?

EM is NOT required to start, access or manage any Oracle DB.
sqlplus can do everything that EM can do & more; so use sqlplus instead.
