Hi All,
I am planning to appear for Oracle Fusion Middleware 11g Forms Developer exam 1Z0-151 but recently I come to know about Oracle exams retirement policy (ref: https://blogs.oracle.com/certification/entry/0864_01 ) according to which the certification exam 1z0-147 (which is one of the prerequisites to the Middleware exam) will expire after 31-July-2013. Will it be a good idea to give exam 1Z0-147 before the deadline or wait for new certification exam announcement, please suggest.

You should take 1Z0-144, which is the successor to 1Z0-147 and is a better test in any case.

Oracle Press does not have any books for this certification (or for 1Z0-147 for that matter). The only book written specifically for this exam is one I wrote. I do not make recommendations about my own books because I can't be objective. However, there are links to a number of study resources at the companion site for my series that are available for anyone to use.

One of the links is to "Oracle PL/SQL Programming: Covers Versions Through Oracle Database 11g Release 2" by Steven Feuerstein and Bill Pribyl. While not made specifically for this exam, a number of people on the OTN forums have indicated that it as a good source of information for it.
