Could someone, please tell me what is the higherst number of inserts can well-tunned Oracle d/base perform per second/minute?

I'm not aware of any limit. Are you speading about single insert or "bulk"? I think Oracle have tested up to about 10000 concurrent users. They could all be doing insert. freelists and freelist groups become important in the table storage clause.
