I guess that there's a mistake in the text (regarding "underage" people (younger than 13)) - have a look at the screenshot. They are NOT supposed to "use" this registration form, but "leave" it.
Another "objection" is not really an objection, but the fact - I don't think that there's a single message which is not read by moderators. Furthermore, I think that it was a great idea to set Account Moderators - spammers are now caught instantly, their messages removed & spammers banned - it's been months now since the last one was actually reported by someone else. Cool.
