hi,
to my knowledge this command is not valid command in before 11g version of oracle.
crsctl start cluster all(we can stop all the services at time in oracle 11g r2 version)
if you use srvctl commands you need to follow some steps to down or up rac sysstem.
if you want to down the rac system
1. emctl stop dbconsole
2. srvctl stop database -d <dbname>
3. stop all the node services
4. stop all the nodeapps services
5. stop cluster services
If you want up the rac system follow the same steps in reverse order.
