These are now part of Fusion Middleware. Documentation is here. Bookmark it.

Oracle® Fusion Middleware Installation Guide for Oracle Portal, Forms, Reports and Discoverer is what you are looking for, I presume.

Oracle forms 11g is a complex piece of software. You will need

1. weblogic server
2. Forms and reports (Same version as weblogic)
3. Install weblogic
4. Install forms and reports (Do not Configure)
5. Configure forms and reports.

The first time I did this it took a day and a half.
If you are looking to get experience, this will provide good experience. If you are working on an update project at work, I would strongly suggest you call an expert like our company. You may qualify for a free demo.
