Got this message from Oracle:
"OWSM will not be available as a standalone product in 11g, but as a component of SOA Suite Plus. This means if a client wants only the OWSM functionality they can upgrade to SOA Suite Plus with a restricted use of OWSM. There is a migration that would have to take place."
