Export (9i) followed by import in new database in the only way.

Just in case you didn't understand what Michel said: you should use EXP utility that belongs to 9i version and export data from your 10gXE database. Then you'd import that data into 9i database using IMP utility that belongs to 9i.

Generally speaking, export data using lower database version's EXP version (9i vs. 10g -> use 9i EXP), import data using target database version's IMP utility (target is 9i - use 9i IMP).

Shortly: both EXP and IMP should be 9i.
