Good day, I have one question about this.
I checked online and there is good sample:

Send mail with UTL_TCP - with attachments: http://www.orafaq.com/wiki/Send_mail_from_PL/SQL

But I want to ask how can I set up UTF-8 ?

Send mail using UTL_MAIL, not UTL_TCP.
