Is Parallel server a worthwhile investment. I need a high availability system that can handle a large amount of registrations but only using 10 different accounts.

You want high availability or high scalability?
If you want your uptime to be 99.99%, RAC (OPS) is a good choice. If you want to handle heavey load, a large single server is a simple solution. You can add new server to make it parallel servers later if you need it.
