You should be using a currently supported version, not 9i. If you are on a production system, then Oracle Text has to be purchased as a separate option. Otherwise, if it was not installed automatically with the rest of your database, then you can install it manually, using the information in the link below. However, you may have installed it, but just not enabled it. What makes you think it is "not installing"? Do you have a ctxsys user? Have you unlocked that user account? Did you grant the ctxapp role to a user that tried to create an Oracle Text index? What did you try that leads you to believe that Oracle Text has not been installed?
