This error is begin returned by the password verification function that you have specified in your profile. You know all about profiles, from your previous question.
Over to you, now: I won't give you any more free help until you prove that you have read the relevant documentation again, and done some investigation. You know how to do this.

Once again, YOU (or your application manager or DBA) define the rules.
This is NOT an Oracle error but a functional one.
In addition, the message is ONCE AGAIN quite clear (if you can trust it as it seems your developers have the same (infra-)level than you).
