Is it possible to install and execute Developer 2000 in a laptop using windows 7 64 bits?

As far as I can tell - no way. This version (4.5) is just too old for MS Windows 7 and I don't think that it will ever be certified. Much newer version (such as 10g) won't work on Windows 7, so ... you're out of luck.
You might, however, try to install virtual machine on your computer, choose supported operating system and install it onto the virtual machine, and then install Developer you have.
