This is what could be the cause. Whichever mechanism you use for shifting the the file to DR may not be shifting the files in order. For example , if it is a script that wakes up every 15minutes and copies all the new files in the last 15minutes, but doesn't enforce ordering, only that it ensures that all new files are copied.
Possibly the script or another script periodically moves, compresses, and uncompresses archivelogs as well.
