I have been searching for the steps to learn how to use Oracle developer suite, but since Oracle is so huge I end up being confused.

My aim is to use Oracle Developer Suite to create an RD. What are the necessary steps or points I have to learn to be able to fulfill my task. I don't need any certifications.

I found a CD called "Oracle Database 11g: Ultimate - Self-Study CD Course" that costs $14,100 which is too much!
The course objectives:
SQL and PL/SQL Fundamentals
Database Administration
SQL and Performance Tuning
Secure Backup
RAC Administration
Security

Do I need all these points to use oracle "developer suite"? Do I need anything more? Or oracle developer suite is simpler than that.

Can anyone give me brief points or steps to be able to use Oracle developer suite?

No, only the first one; part 3 should be useful.

SQL tutorials are numerous on the web and for free.
PL/SQL fundamentals could be found in:
PL/SQL User's Guide and Reference
Application Developer's Guide - Fundamentals
There are also a couple of tutorials on the web.
