I want to create Database using DBCA and i don't have it on my laptop ,how could i install it ?

Install Oracle.Then you can get it.

i already had installed oracle 10g express edition , it's supposed to be found at the configuration and migration tools but it doesn't

Express edition does not allow you to create a new database.
