I open the session browser and wait tab

here is the image

what does the wait_time and second_in_wait indicate , some times I saw wait_time more that 15 seconds what does this mean ?

TOAD is dumb. It just copies what Oracle shows it. It has no smartness to build a more useful information than the simple query on a view.
If you want to know what it means just look at v$session_wait documentation.
