CSALTER ERROR after csscan ran clean. [message #496018]

MY CSSCAN comes out clean (scan.txt is attached below.
But when i try to run csalter, it gives me the following error:

i cleaned up the deprecated parameter (which was sql_trace) and then when i tried running csalter -- still the same error.
CSSCAN looks clean.

startup restrictDatabase closed.
Database dismounted.
ORACLE instance shut down.
SQL>
ORACLE instance started.

It appears you have "dirty" data.
If you can't find/fix the bad data, your choices are limited.

exp/imp is THE approved method to change characterset.
