asm instance not started on node 2 in clusterware [message #488825]

i am configuring asm on clusterware when i create instance on node1 and node 2 a message screen appear " Cant start asm instance on node 2)
When i start asm instance manually on node 2 i found the below error in alert log file.

ORA-27508 IPC error sending a message
ORA-27300 OS system dependent operation:send msg failed with status: 101
ORA-27301 OS failure message: Network is unreachable
ORA-27302 failure occurred at: sskgxpsnd1

Oracle is victim; not culprit.

Thanks for your reply actually i am configuring rac on two nodes it can't start asm instance together when i shutdown one machine it will start asm instance automatically. i have check disk groups and mount points all are accessing on both nodes, can you please tell me where actually the problem lies. Below are the errors which i am facing.

SQL> startup

ORA-10997: another startup/shutdown operation of this instance inprogress
ORA-09968: unable to lock file
Linux Error: 11: Resource temporarily unavailable

sqlplus
/ as sysdba
shutdown abort
startup
exit
