Dear Friend,
You already installed Orcle 9i in your system with destination C: drive but as per your message you told u formate the C; drive and after that again you unable to installed the oracle 9i. So my friend you formate the all system, first u take the required backup of your data then u formate all system.
Because at the time install the Oracle 9i software in system the some hidden files are install in all the system without any destination mention so u need to formate the all system and aganin install the Oracle 9i
Thanks & Regards,

If you have a failed partial installation that was not completely removed, then it will interfere with future installation attempts. There is an uninstall or deinstall option on the Oracle universal installer, but you have to make sure that you stop all Oracle services first and it may leave some things behind in the registry that need to be cleaned up. Complete instructions for stopping services, deinstalling, and registry cleanup are in the following section of 9i online documentation:
http://download.oracle.com/docs/html/A95493_01/install.htm#1008432
I would also do a shutdown and re-start after deinstalling, then double check that everything is gone, before attempting another installation.
