Where should one store pictures in database or read it straight from a folder stored in hard disk and why (performance talking)?

It should be stored in Hard disk for better performance.

in both ways , the pictures will be stored on hard disk.

based on requirement u can decide on how and where you can store the pictures. if u have very few users and working on in a small lan good to save on hard disk in a folder. if u have many users who will see these pics through forms then its advisable to store in database. it will increase the size of the db many folds if u store pics in db.
