Oracle code is written in C language, if this is the question.

And why is this a backup or recovery question?

I have to add to Michel's question - why is it important to know? SQL is NOT a low-level programming language - and it's not something you could create apps with - it's a language to talk to relational databases with. I believe Oracle 7 was the first version written in C - before that it was written almost entirely in the native assembly language of the processor it was targeted for. Writing in assembly yields the best performance, but makes porting to new cpu's and architectures extremely time consuming. I am just curious - why would you need/want to know this?

It was version 3 that was the first to be written in C. But I know nothing about that - version 5 was the earliest I installed. Couldn't make it do anything.
