I just finished installing Oracle 11gR2 on my new laptop running Windows 7 Professional 64 bit. Perhaps if I provide the steps that I followed, you will see something that will help. Here is what I did, while logged in as an operating system user with administrator privileges the whole time:
I downloaded the Firefox browser and the DownThemAll add-on utility that speeds up downloading and allows for continuing an interrupted load.
From the Firefox Browser, I went to the Oracle downlaod page and selected the ...1of2... and ...2of2... zip files for the 11gR2 64 bit database (not just the client) and used DownThemAll to download them into the same directory.
I then unzipped both files into the same directory.
I read the following instructions and checked to make sure that my system met all of the hardware, software, share and so forth requirements:

Then I located the setup.exe in the database sub-directory of the directory that I unzipped the files into and ran it from the Windows Explorer, not the command prompt. It then ran the installation process. When prompted I selected things like creating a database and provided a password. I watched carefully for any errors and used the option to save results and such to a log.
If you have a previous failed installation, you may need to deinstall that first. If you have another database running, you will need to install the new one in a separate home.
