I am a fresh graduate (not a computer science) , and I have two options :-
The first: Getting a job as Oracle Developer
The second: Or, Entering a Software Engineering Institute (9 Months) , that have the following program ...

[Oracle Department]
* The graduate of Functional Tracks would work as:
ERP Implementer-Analyst in the related business area (i.e. financial, SCM and HR): Meets the customers and collect business requirements. Determines gaps between user business processes and Oracle Applications and documents results in a gap analysis report. Develops strategies and functional specifications for data migration, interfaces between legacy systems and Oracle Applications, and custom extensions.
* The graduate of Oracle Applications Database Administration Track would work as:
> Database Administrator: Administrate and Manage database servers by designing, enhancing and maintaining databases. Set the backup policy of the database server and do the regular backups to ensure database recovery in case of failure. Tuning the performance of Oracle database server. Administrating Oracle Real Application Cluster (RAC).
> Application Server Administrator: Install, configure, monitor, backup and reconfigure the application server. Deploy different applications on the server.
> Oracle Apps DBA: Installing, patching and upgrading the Oracle Database server, Oracle E-business suite. Configure and administrate Oracle E-business suite.
> The graduate of Data warehousing Track Would Work as:
> Data Warehousing Specialist: Meet the decision makers and collect business requirements. Design the data warehousing logical model. Implement "Extract Transform Load"- ETL processes and methodologies. Develop Business Intelligence reports.
[Java Department]
The graduate will be a Java Developer.

there are other departments , but i concentrate to Oracle and Java Only...

I totally agree with Littlefoot that this should be your decision, especially since the two are not really related. The job is Oracle specific, whereas the training looks to go into a different direction. So it all depends on what you want to do in 5 years from now.
If you actually CAN get a job as an Oracle developer and you want to be an Oracle developer, you will be learning all you need on the job.

Hello..
First , I am not a computer science graduate as I said before ..
* If I go into the job (oracle developer)..
Early, I will gain more experience, money and respect...
* If I go into the institute .. after the studying , I will start from scratch to gain that features (experience,money and respect ..) and I will lost the job (oracle developer) and may be go to another field after finishing the study because the graduates of the institute will be :-
In Java Department : will be Java Developer
Or
In Oracle Department : will be :-
* ERP Implementer-Analyst
* Or, Database Administrator
* Or, Application Server Administrator
* Or, Oracle Apps DBA
* Or, Data Warehousing Specialist
...
Or
Other Departments ..
But,it will open more jobs ,solid knowledge, more information of the latest technology ...
what do you think ?
