I have a question in Inventory, as to how to create country specific responsibilities in R12?

I got a requirement to create country specific responsibilities in Inventory.
When they implemented R12 for inventory module, they created US Inventory Super User responsibility for all orgs.
Now they want to create IND Inventory Super User, JP Inventory Super user, etc..for each country.
So how to start with this? I need some help in this.
