You can not.

The last client-server Forms version was 6i (which can also be deployed on the web). From 9i onwards, Forms is web-based.

Developer9i forms can't run without any explorer.

Didn't notice until now, but - I don't think that Windows 7 is certified with Developer Suite 9i so ... you can expect unexpected behaviour while developing/running your programs.

Actually, if I read it well, nothing has been - yet - certified with Windows 7. To make sure, check Certification Matrices at Metalink.
