i installed oracle database and developer 10g
and i used oc4j and report server
how i can install Oracle Application Server
and make the configuration that connect developer with oracle server

Where did you install the database and where did you install developer? Client, server, etc?
What does "i used oc4j and report server" mean?
To connect Developer to Oracle Server you do not need Oracle Application Server.
Your post needs a LOT more information and detailed information at that.

As I have answered in quite a few posts by other people, if you do not know what you are doing, I would NOT undertake an installation of OAS yourself.
I had 15+ years of Oracle development and DBA experience the first time I tried to install OAS. It took me a good 2-3 months to understand the configuration.
Installation, yeah that might be easy. You put in a disc and run the installer. Configuration? Not easy at all in my opinion.
