I didn't understand your requirement.
If you want to create a new function/ adding existing function to a menu of the responsibility, then follow the below steps.
Have a look at the topic "Menus and Function Security" in Oracle Applications Developer's Guide.
1. Create your function.
2. Add that to the main menu of the responsibility.
(Or)
1. Create your function.
2. Add that to a sub menu.
3. Add that sub menu to the main menu of the responsibility.
