What is the difference between Data Block and Control Block.Why do we create Control Block.
And when we Build New Data Block Manually then is it called Control Block?

Strictly speaking none - a control block is a data-block.
That probably should have been:
What's the difference between a database data-block and a control block?
A control block is simply a block that has it's Database Data Block property set to No - so it isn't linked to any table, view, query or stored procedure.
You create them so you can have a set of items that aren't directly linked to stuff in the database.

A manually created block has it's Database Data Block property set to Yes - so strictly speaking, no it isn't a control block (yet) - changing the property is easy enough of course.
