HI ....
I was assign to setup a ORACLE environment ...
Which One should I install first ?
1. ORACLE BIEE INSTALLATION
2. ORACLE DATABASE INSTALLATION
3. ORACLE GATEAWAY SETUP

hmm ...
BIEE is the Business Intelligent Enterprise Edition , it's to do those mapping and reports ....
while the oracle gateway is needed to do certain connection ...

Oracle database 10g and 11g both already contain Gateways; as I'm not a DBA, I can't tell for sure (and don't really feel like reading documentation instead of you, @renomael) but - I'd first install the database, then gateways (unless you can select both during installation process and the Universal Installer will take care about it itself).
Business Intelligence Suite EE is a product I'd install after making sure that the database is up and running.
These products can be downloaded from the Oracle Technology Network's Download section. I'm more than sure that both of you, repliers to the question, are very aware of that fact, but ... what, play smart when there's no need to be smart? A typo is really not a reason for such responses, in my humble opinion.
Besides, if the OP is assigned to do the job, that's just the way it is. As if he is the very first person in the world who is assigned to do something and asks for help; lucky me, I always choose what to do by myself. Right
