Please, please, please Read & Follow Posting Guidelines above.
Go to the section labeled "Practice" & do as directed.

From which version of Oracle DB & which version of export (exp) produced the file being imported?

Which OS name & version produced the 210908.DMP file?
Which OS name & version is doing the import?

How was the file transported between export system & import system?

IMP-00010: not a valid export file, header failed verification
*Cause: Either the file was not generated by Export or it was corrupted.
*Action: If the file was indeed generated by Export, report this an
Import bug and submit the export file to customer
support.

And several other reasons already explained many times.

Regards
Michel

Both Oracle versions are ancient, buggy, & nonsupported.
In theory it "should" work.
Since it does not work & throws errors, you are out of luck.

Not error, just information.
It could be you have NLS disparity between the two Operating Systems or DB character sets

The second one isn't giving any errors, it just tells you that it fished successfully.

Also, importing stuff from the system user to some other user?

That will break everything completely anyway.
