Sir

My requirement is i create a Tabular style form and select records display 1

now when i run a form i have only one row i need simple to create a button and then when we press button its show one more row for the same canvas

I have never created such a complicated form.

If you want to display one record, use "form" layout style. If you want to display more than one record, use "tabular" layout style. As simple as that.
Any other solution ("create a button which will create another record /forum/fa/1597/0/") is unnecessary overkill and I'd rather not participate in it.

How can NEXT_RECORD create another record on a canvas, when it is said that the block has only one record displayed?

In other words (of course, if I understood it correctly): he has got this

/forum/fa/5494/0/

but would like to have this

/forum/fa/5495/0/

So, how can NEXT_RECORD do that?

What is the need to have such a form where even the items displayed are required to be made visible when button is clicked?

Your requirement seems to be very simple.

A facility to enter multiple number of records on forms.

You can show a screen which initially shows Five records, with scroll bar.

Now once user starts to enter records, he can keep on using next record button or add record button to add as many records he wants to enter.

He can scroll the records UP and down using navigation keys.

I think this is much simple and clean solution.

As far as I can tell, Forms can't do that. So, either use the tool "as is", or change the tool.
