Try something like this...

DECLARE
t1 PLS_INTEGER;
BEGIN
t1 := DBMS_UTILITY.get_time;

-- do your stuff here...

t2 := DBMS_UTILITY.get_time;

-- DBMS_OUTPUT.put_line ('hundredths of a sec = ' || TO_CHAR (DBMS_UTILITY.get_time - t1) );
insert into MY_LOG values (DBMS_UTILITY.get_time - t1, sysdate, 'My PL/SQL script name');
END;
/
