I'm not sure if you mean an ordinary "for" loop or a cursor for loop. Assuming the former, you could put the "for" loop inside another loop:
loop_failed = true;
while loop_failed = true loop
loop_failed := false;
for i in 1..end_point loop
if (failure_condition)
loop_failed := true;
exit;
end if;
end loop;
end loop;
or, if you wanted to start from where you finished last time:
start_point := 1;
loop_failed = true;
while loop_failed = true loop
loop_failed := false;
for i in start_point..end_point loop
if (failure_condition)
loop_failed := true;
exit;
start_point := i;
end if;
end loop;
end loop;
