why does oracle allows to create a table with keyword describe but not with desc

Because describe is not a sql reserve word, it is a sql*plus command to describe a table but desc is a reserved word of sql for ORDER BY command (ie descending)
e.g :
select * from emp order by ename desc;

u can write like

create table a(b number /*number field*/);
