I have the following response:

you have to execute the following file logging in as
the sys user.
you can find this file in the $ORACLE_HOME/rdbms/admin
directory.
the name of the file is prvtssql.plb

Note :
with this package you can create dynamically object as table or sequence through a procedure without sysdba privilege. This by executing dbms_sys_sql.parse_as_user instead of dbms_sql.parse.
