It is the same way as you set ORACLE_SID and ORACLE_HOME.....

For Example (In unix C shell)

setenv ORA_NLS33 /oracle/8.1.5/ocommon/nls/admin/data

then check with 'env'

you can see like
ORA_NLS33=/oracle/8.1.5/ocommon/nls/admin/data
