Oracle Management Server is running well on my Windows NT workstation, however, when I try to connect to database with Performance Manager (Diagnostics Pack), I get error:
VTM-0005: Error connecting to server
java.net.connectException:Connection refused.

what's wrong ? please help, thanks.
