I would like to know if Oracle Payroll 10.7 supports payroll processing in multi-currency for foreign
countries such as Mexico or Dominican Republic.
Would release 11 support it?
Any information on this subject will be greatly appreciated.

Nope, unfortunately at this point is does not support multi national. I believe there are a few beta sites that are kicking around Canada and UK. We have several clients that are implementing now, that are also looking to roll out their Payroll international.
